Heavy Civil Project Manager
The Project Manager will oversee all aspects of assigned projects, from estimating and bidding to project execution, billing, and closeout. This position requires strong leadership, organizational, and technical skills, along with experience managing field operations, project budgets, and compliance.
You’ll work closely with ownership, field leadership, and a dedicated Project Coordinator who will handle much of the administrative, documentation, and compliance support to keep projects running efficiently and accurately.
Job Responsibilities
- Manage multiple heavy civil construction projects from bid award through closeout
- Oversee project budgets, schedules, and job cost tracking to ensure profitability
- Conduct project startup meetings, site visits, and progress meetings with owners, inspectors, and engineers
- Coordinate field operations, including work sequencing, manpower forecasting, and materials scheduling
- Track and document quantities, change orders, and as-builts with superintendents and foremen
- Review and approve subcontractor and supplier invoices, verifying against original quotes and project quantities
- Review and approve subcontracts
- Ensure adherence to all public works, safety, and regulatory requirements
- Lead and coordinate bidding and estimating efforts for public and private projects
- Perform quantity takeoffs, review plans/specs, and solicit subcontractor and supplier quotes
- Understand and interpret plans and specifications
- Review and analyze RFQs, RFIs, bid proposals, and bid item pricing with the Project Coordinator
- Develop bid scopes, cost breakdowns, and proposals for timely and accurate submission
- Coordinate with the Project Coordinator to ensure all bid paperwork, bid bonds, and proposal sheets are complete and accurate
- Maintain relationships with vendors, subcontractors, and agencies
Job Skills & Qualifications
- 5+ years of project management experience in heavy civil construction
- Experience with estimating and bidding public works projects
- Strong understanding of earthwork, utilities, grading, and roadway construction
- Proven ability to manage project budgets, job cost tracking, and change order documentation
- Familiarity with WSDOT and municipal specifications, Davis-Bacon, and prevailing wage compliance
- Experience reviewing and managing subcontracts
- Proficient in Microsoft Excel
- Proficient in AGTEK and Bluebeam Revu software (preferred)
- Strong communication and leadership skills, able to manage both office and field personnel
- Detail-oriented, highly organized, and proactive problem solver
- Bachelor’s degree in Construction Management, Civil Engineering, or equivalent experience (preferred)
Preferred, Not Required
- $90,000–$130,000 annually (DOE) and performance-based bonuses
